as far as i know there are NO 'new' soap shoes,as they stopped making them (HSL has ceased making the shoes to my knowledge).

Unless you are talking about the new heely's that HSL are making now which feature a grindplate as well as the wheel.

Could be that you have found another company thats making a simular type of shoe,allthough VERY unlikely,i guess its possable.

As for getting soaps,shop online (Just search a bit,you'll find an online store).
Or buy from E-bay.(even though discontinued,a lot of the older shoe models are still available online).
